Can the Town do something about no hot water in my apartment?

The Town requires all property owners/landlords to abide by the the Town's Property Maintenance Code. The Code requires that water heating facilities shall be properly installed, maintained and capable of providing an adequate amount of water to be drawn at every required sink, lavatory, bathtub, shower and laundry facility at a minimum temperature of 110°F (43°C) and a maximum of 120°F (49°C). If the property owner is not responsive to your communications regarding water heating concerns the Town can review and require the property owner to fix in accordance with the code.

In addition to the minimum and maximum water temperatures, the Town Property Maintenance Code Section 505 requires that gas-burning water heaters be located outside of any bathroom, toilet room, bedroom or other occupied room normally kept closed, unless adequate combustion air is provided. An approved combination temperature and pressure-relief valve and relief valve discharge pipe shall be properly installed and maintained on all water heaters. If a violation of the Property Maintenance Code is identified a Notice of Blight will be issued to the property owner with a timeline to correct based on the nature & severity of the violation.
